Each 15 October is celebrated as United Nations (UN) International Day of Rural Women.
The UN website underlines the invaluable contribution of rural women to development:
The crucial role that women and girls play in ensuring the sustainability of rural households and communities, improving rural livelihoods and overall wellbeing, has been increasingly recognized. Women account for a substantial proportion of the agricultural labour force, including informal work, and perform the bulk of unpaid care and domestic work within families and households in rural areas. They make significant contributions to agricultural production, food security and nutrition, land and natural resource management, and building climate resilience.
Even so, women and girls in rural areas suffer disproportionately from multi-dimensional poverty. While extreme poverty has declined globally, the world’s 1 billion people who continue to live in unacceptable conditions of poverty are heavily concentrated in rural areas. Poverty rates in rural areas across most regions are higher than those in urban areas. Yet smallholder agriculture produces nearly 80 per cent of food in Asia and sub-Saharan Africa and supports the livelihoods of some 2.5 billion people. Women farmers may be as productive and enterprising as their male counterparts, but are less able to access land, credit, agricultural inputs, markets and high-value agrifood chains and obtain lower prices for their crops.
Structural barriers and discriminatory social norms continue to constrain women’s decision-making power and political participation in rural households and communities. Women and girls in rural areas lack equal access to productive resources and assets, public services, such as education and health care, and infrastructure, including water and sanitation, while much of their labour remains invisible and unpaid, even as their workloads become increasingly heavy due to the out-migration of men. Globally, with few exceptions, every gender and development indicator for which data are available reveals that rural women fare worse than rural men and urban women, and that they disproportionately experience poverty, exclusion and the effects of climate change.
The impacts of climate change, including on access to productive and natural resources, amplify existing gender inequalities in rural areas. Climate change affects women’s and men’s assets and well-being differently in terms of agricultural production, food security, health, water and energy resources, climate-induced migration and conflict, and climate-related natural disasters.

As the world faces a critical need to act against climate change, this year’s theme highlights the important role that rural women and girls play in building resilience to face the climate crisis. This will be a timely conversation that leverages the momentum garnered by the UN Climate Action Summit held in September 23rd in New York.
Globally, one in three employed women works in agriculture. Women collect biomass fuels, manually process foodstuffs, and pump water — 80% of households without piped water rely on women and girls for water collection. Rural women are at the forefront of the battle lines when natural resources and agriculture are threatened. For example, a quarter of the total damage and loss resulting from climate-related disasters from 2006 to 2016 was suffered by the agricultural sector in developing countries, significantly impacting rural women and girls’ food security and productive potential.
One of the most effective ways to achieve progress on the threats posed by climate change is addressing gender inequality. Empowered women have greater capacity to respond to climate change and they play important roles in adopting low-carbon technologies, spreading knowledge about climate change, and urging action.
Among the goals of this commemoration
is for nations to attach greater importance to the improvement of the situation of rural women, including indigenous women, in their national, regional and global development strategies by:
- Creating an enabling environment for improving the situation of rural women and ensuring systematic attention to their needs, priorities and contributions;
- Pursuing the political and socio-economic empowerment of rural women and supporting their full and equal participation in decision-making at all levels;
- Promoting consultation with and the participation of rural women, including indigenous women and women with disabilities, through their organizations and networks, in the design, development and implementation of gender equality and rural development programmes and strategies;
- Ensuring that the perspectives of rural women are taken into account and that they participate in the design, implementation, follow-up and evaluation of policies and activities related to emergencies, including natural disasters, humanitarian assistance, peacebuilding and post-conflict reconstruction;…
There has been extensive academic research about the significance of rural women, for example, posted on the website of the UN Food and Agriculture Organization (FAO), a working paper on The role of women in agriculture, posted in March 2011. As TU students know, a working paper is usually
a preliminary scientific or technical paper. Often, authors will release working papers to share ideas about a topic or to elicit feedback before submitting to a peer reviewed conference or academic journal.
The abstract of this article follows:
Agriculture can be an important engine of growth and poverty reduction. But the sector is underperforming in many countries in part because women, who are often a crucial resource in agriculture and the rural economy, face constraints that reduce their productivity. In this paper we draw on the available empirical evidence to study in which areas and to what degree women participate in agriculture. Aggregate data shows that women comprise about 43 percent of the agricultural labour force globally and in developing countries. But this figure masks considerable variation across regions and within countries according to age and social class. Time use surveys, which are more comprehensive but typically not nationally representative, add further insight into the substantial heterogeneity among countries and within countries in women’s contribution to agriculture. They show that female time-use in agriculture varies also by crop, production cycle, age and ethnic group. A few time-use surveys have data by activity and these show that in general weeding and harvesting were predominantly female activities. Overall the labour burden of rural women exceeds that of men, and includes a higher proportion of unpaid household responsibilities related to preparing food and collecting fuel and water. The contribution of women to agricultural and food production is significant but it is impossible to verify empirically the share produced by women. Women’s participation in rural labour markets varies considerably across regions, but invariably women are over represented in unpaid, seasonal and part-time work, and the available evidence suggests that women are often paid less than men, for the same work. Available data on rural and agricultural feminization shows that this is not a general trend but mainly a sub-Saharan Africa phenomena, as well as observed in some sectors such as unskilled labour in the fruit, vegetable and cut-flower export sector. This paper re-affirms that women make essential contributions to agriculture and rural enterprises across the developing world. But there is much diversity in women’s roles and over-generalization undermines policy relevance and planning. The context is important and policies must be based on sound data and gender analysis.
